The chancellor made the following announcements in respect of taxes on employees and employers in his Autumn Budget 2021.

National Living Wage (NLW)

From April 2022

  • Van benefit and Fuel benefit charges to increase in line with the September 2021 Consumer Price Index.
  • ITEPA 2003 will be revised to update the official vehicle approval documentation recognised for determining the level of a vehicle’s CO2 emissions. This will include the new certificates of conformity to be introduced in 2022. The definition of a UK approval certificate will also be amended.

Power to provide for reliefs in disaster/emergency situations

  • The government will legislate in Finance Bill 22 to grant HM Treasury the power to make regulations, under ministerial direction, to provide Income Tax and National Insurance Contributions (NICs) relief on specific employee expenses or Benefits In Kind, in the event of a disaster or emergency of national significance.  This is to take effect from Royal Assent of Finance Bill 22.
