Just a very short web-update this week: it's the lull before next week's Budget.

We have two useful Upper Tribunal VAT case reports which both raise some practical points for clients on mixed supplies and what you can claim on white goods as a house builder.

Still on VAT, the CIOT have submitted comments to HMRC amidst concerns that the forthcoming changes to the Flat Rate Scheme (FRS) will not stamp out abuse as intended. We also have a guide explaining how to deal with the new FRS rules if you VAT quarter spans 1 April 2017.

The Treasury have confirmed that Finance Bill 2017 will be published on Monday 20 March.

CIOT urges rethink of Flat Rate Scheme changes
The CIOT have submitted comments to HMRC on the proposed new ‘limited cost trader’ category for the VAT Flat Rate Scheme (FRS). In these they recommend HMRC seek a different approach to tackle abuse of the FRS.

Hire of taxis and insurance are separate supplies
In Wheels Private Hire Limited v HMRC [2017] UKUT 0051 (TCC) the Upper Tribunal (UT) held that a taxi firm made two independent supplies to its drivers for VAT purposes: an exempt supply of insurance and the standard rated hire of cars.

White goods in new houses: is input VAT blocked?
In Taylor Wimpey plc v HMRC [2017] UKUT 0034 (TCC) the Upper Tribunal (UT) set out some principles for determining when builders can reclaim VAT on white goods fitted in new dwellings.
