I have just looked at HMRC's talking points webinar on 23 July 2019. The presenter states that where multiple dwellings relief is being claimed, "the higher rates won't apply unless they are triggered by other property that the individual already owns".

Can you let me know your thoughts on this?

It rather depends on the context and the purchaser and so its rather difficult to comment. Higher rates may well apply due to the subject matter of the transaction and so HMRC's comment is slightly misleading. See our guide https://www.rossmartin....
