HMRC say that its bank - Santander is having problems with its Bill Pay service. This means that that customers cannot use a credit card or debit card to pay their tax. The parties are working to resolve of the problem.
This problem does not affect Santander customers who can using online banking to pay.

You need to add your 10 digit UTR as a reference

A spokesman for HMRC says that your payment is late because of the problems Santander is experiencing you will not have to pay a penalty or interest for late payment.
