HMRC has published a further consultation on interest and penalties, 'Making Tax Digital: interest harmonisation and sanctions for late payment', proposing new rules for how late payment interest and penalties will operate.

HMRC have published a response to their consultation “Making Tax Digital – sanctions for late submission and late payment”, which includes details of the new points-based penalty system for late returns.
MTD: Consultation on Draft legislation: The Value Added Tax (Amendment) Regulations 2018
HMRC has published draft secondary legislation in respect of Making Tax Digital (MTD) for VAT in the form of regulations, a draft explanatory memorandum and draft VAT Notice, for public comment.

HMRC has published a response to its consultation ‘Non-resident companies chargeable to Income Tax and non-resident CGT’. It concludes that these companies should move into corporation tax.

On 1 December 2017, HMRC published the response to its “Taxation of employee expenses call for evidence”, which closed on 10 July 2017. Changes were introduced in the budget on the use of HMRC’s scale rates and HMRC is to look further into training costs and improving its guidance.

On 1 December 2017, HMRC published a summary of responses to their consultation “Tackling offshore tax evasion: A requirement to notify HMRC of offshore structures", which closed on 27 February 2017. Instead of taking this forward, the Government will work with the OECD and EU to produce multinational rules along the same lines.

On 1 December 2017, HMRC published Royalties Withholding Tax - consultation. It proposes extending the rules imposing withholding tax (WHT) on royalty payments made to non-UK residents.
